[EVA] How do you "activate" ATF? (was: A.T fields and satan)

Or, Seventh, it is the Eva that projects the field as a result of being
activated by the pilot. It would seem more logical that the Eva would
have the ability to form the barrier rather than the human through the
Eva, yes?

Now if you can figure this one out: what's the deal within the series
when Asuka (usually) refers to the Angel's ATF being "neutralized",
e.g., against Zeruel. Does she mean that in order to launch an attack,
the Angel must lower the ATF? Or is this just an Anno inconsistency?
