Well that's a shame because that's exactly how it is, officially and all
(RCB). She is younger than she appears, but then again she is Rei, not the
standard child in any aspect. She's probably been force-grown in the dummy
system facility to the age she had when Rei I died, and was risen "normally"
(or the way that led her to be so talkative) by Gendou from then on.
