We do "know" that Lilith seemed to have been lying dormant underneath the
golf courses of Hakone, right?

So . . . what keeps the Lance from doing the same thing with Lilith? The
fact that NERV isn't using it the same way Katsuragi's men were?

Of course, I have a theory, but . . . well, hmm. Several clues:
1) The Lance (and Lance-copies) has only demonstrated it's piercing ability
with it's "blade" side.
2) The Lance-copies were able to "identify" the direction in which the ATF
of UNIT-02 was, and morph accordingly, so that the "blade" side was pointed
in that direction.
3) The original Lance became double "bladed" upon the completion of the TI.
4) All the following reactions were different, in some way:
Lance/Lilith (blade, body, ?, slow change to LCL)
Lance/UNIT-01 (handle, core, approach/acceleration, merge to become the Tree
of Life)
Lance/Adam (?, ?, ?, Second Impact)
Lance/15th Angel (blade, ?, acceleration, instant destruction?)
Lance-copy/UNIT-02 (blade, core/body, acceleration, ATF piercing)
Lance-copy/MP EVAs (blade?, core, none, Core destruction)
5) The Lance (and all copies) were single "bladed" in ATF-piercing mode
until the Third Impact.
6) In normal mode, the Lance-copies were double "bladed."
