I'd be willing to say that they put Vampire Hunter D on because it's a
cult classic, sorta like Ghost in the Shell.  However, I seriously,
seriously doubt that they would pay any attention to a petition for
Eva.  It's aimed towards a rather specific fan base and besides that,
it's not a movie.  It would take too long to air it - one episode a week
would be over half a year.  In other words, you can try, but be prepared
to not do so well.
