I think what's being referred to is a cardboard slipcase which encases the
entire CD.  These slipcases were only available with the first pressing of
the 3 OSTs for the Eva TV series, as the first pressings also came with
extra bookets with design art.  The first pressing of the EoE OST came with
a clear red slipcase, while the Addition first pressing came with a clear
plastic slipcase (and ticket to Death & Rebirth).  (There's a similar
plastic slipcase for the first pressing of the KareKano OST).

These slipcases are different to the little cardboard "obi" which cover
basically only the spine and a bit of the sides of the CD, which is what I
think you're referring to.  These "obi" generally come with all Japanese
anime CDs, whereas the slipcases are often an extra available only with the
first pressing.

As for the little cardboard "obi", I find that they're generally small
enough to fit in the cover of the CD, behind the booklet.
