Lilith on the cross cannot be generating an AT Field because:
1/ Her soul is inside Rei,
2/ When Rei returns to Lilith in EOE and NOT before is the only time her AT
Field is detected (announced by Makoto IIRC).

Seventh's post accurately and concisely demonstrates how it is most probably
the Geofront itself which attracts Angels.
