[EVA] Rei's Origins [Spoilers -- if you haven't seen after ep. 18 or so]

I believe that the current Rei's memories are periodically copied into the 
clones in the tank deep in NERV using the brain-shaped machine.  Therefore, 
subsequent Reis only know the information that has been copied into them 
from the last Rei, they don't know anything from between the last copy and 
when she died.  This could also be another reason why her personality is 
slow to develop.
