Hell, Misato didn't even know up until the end. Of all the higher ups there,
I think only Ristuko, Gendo, and Futusukia(sp) knew things generally from
the start. Misato figured it out over the course of the show, about the same
time as Kaji. Nobody else had all the secrets. For the average EVA wrangler
at Nerv, the true purpose would have been a ghastly surprise.
