I disagree (beat you to it, Brendan! ^_^). This interpretation fails to 
take into account Rei, Yui, and Kaworu's statements about the choice now 
faced by every liquidated human. EOE is not as bleak as you imply.

Yes, its a strange goal, but this is the lady who saw a weird angel foetus
