Basically it's accepted Episode 25 was actually more akin to Episode
25', Air, than to what it became in the TV version. The TV episode 26,
then, is thought to have grown out of the TV episode 25 - in order to
maintain continuity and keep the same style for the final two episodes I
assume. However - in Protoculture Addicts issue 42, the editorial speaks
of a discussion with a Gainax employee at Anime Expo 1996 (when Anno
attended). It says, "[...] did congfirm that the last episodes (from 19
on, but mainly 25-26) were censored following pressure from the PTA
(Parent-Teacher Association; but no mention of any legal action) and
that they had been botched."

So this means an original screenplay (possibly similar to Magokoro wo
Kimi ni?) was indeed written for episode 26 that was cut up along with
the script for Episode 25. (which further makes it clear what Anno
really wanted the ending to be...)
