Anta = Casual/familiar form of Anata(you)
Baka = Stupid/idiot/moron(derogatory)

Anta Baka together with a questioning intonation literally means :

"You stupid?"

or more correctly
"Are you stupid?"

or
"Are you an idiot?"

etc.
