   I think you guys are all ignoring the fact that perhaps Misato was
   serious, that she wouldn't mind getting down with Shinji.

   It seems that she wanted to in Episode 23 when she went into 
   Shinji's room, she was serious then, why not later on.

When a woman enters a despairing young man's room and tries to take
hold of his hand, it does *not* necessarily mean she plans to seduce
him.  Shinji was completely torn up inside (was it Touji's near-death
at that point?  Kaworu's?).  

I think she was just trying to comfort him.

And she was seeking comfort, too (``Nee, Pen-pen'').  Her lover is
dead, her best friend (Ritsuko) has grown hateful to her, the people
under her command and the children in her charge are in grave danger.
