Kaworu was only identified as an Angel when he projected his ATField in CD.
Same happened with Rei: she generated a strong ATField in TG similar to
Kaworu's. If initially Shigeru denied its Angel nature, he quickly corrected
his rushed conclusion.

IMO, since Kaworu and Rei are alike (in Kaworu's words) and Adam and Lilith
are the same (as Bochan noted), Lilith can be considered an Angel as Adam
is.
