I don't have the exact quote here (from Bochan's RCB translation), but I
believe that it says that Kaworu *could* be an Angel captured by Seele. It
also states quite matter-of-factly that Rei's body was created from the
salvaged remains of Yui, and that her soul is that of Lilith. The issue of
Kaworu being invested with Adam's soul -- while if he is an Angel and
theoretically would have his own soul -- is another matter. Regardless, we are
talking of two distinctly different creatures, and clearly Rei would not be
among the numbered Angels.
