The Red Cross Book is a pamphlet that was distributed at End of Eva's airing,
and contains information on Eva that is to be considered canon because it comes
from Gainax.

Indeed, Kaworu is an angel, the 17th. How is this angel made? A body with the
shape of a Lilim and Adam's soul. He's not Adam. But he has Adam's soul.

Technically, we do not know whether dummy plugs use 'bodies' to function. We do
know they use the personal patterns of pilots (Rei for Nerv  and Kaworu for
Seele). But this doesn't mean that they use bodies. The scene in episode 23
where Ritsuko says that the room with all the Reis is the core of the Dummy
system does not hold as a definite proof because that room also contains the
device that 'extracts' Rei's personal pattern.
