Perhaps she should be listed with humanity, as the last angel.  Of you could 
say she doesn't get a number because angels were considered threats to NERV, 
and Rei wasn't considered a threat.  The only evidence I have to support 
this is the angel that takes over Toji's eva, they only number it as an 
angel after they have determined that they can't get it under control, and 
Kowaru, who they only realize is an angel when he becomes a threat.
