Look at your own translation.

They did. They said that its inside Ikari.

True. They wanted Kaworu to be killed by Unit01. Making him get to Gendo 
wouldn't make it easy for Unit01 to kill him. Having him try to go to Dogma 
would make it easy.

So then SEELE are baka as well for telling Adam's soul that his body is
nearby in Gendo, and then hoping that he'll be killed.

Really, that entire scene is great for what it tells us, but should have 
been just a private session of SEELE. Telling Kaworu just ruins everything.

Because he has a short attention span, or just wanted to confuse everyone. 
And somehow I really doubt that if Kaworu wanted, he couldn't go to Gendo.
