Yes I noticed this as well.  The figure is there, and then walks away.  It
could very well be Rei, it would fit with the Nerv imagery (the sand
castle, etc. and, perhaps, the two kids he plays with-one has red hair like
asuka, one has dark hair like misato.  just a thought, probably not a new
one, it could match with the idea that while living with them, he was that
much closer to actual "living"-the swing/pendulum swings while they're with
him at the sand castle).  But back to the point, the figure could be Rei,
but I can't tell right now (my copy isn't so hot either, and I don't know
that you would be able to tell even if it was a good copy).

Also, the teardrops, in this movie-having taken a brief glance, the one
before the sand castle scene, and the one when he talks to his mother at
the very end-seem to mark the beginning and end of
Instrumentality...something that struck me after reviewing that scene.
