Yes, Anno & Co. were working off the manga - which wasn't (isn't?)
complete - and wanted to go diverge from the story in the manga. TV
Tokyo didn't want a repeat of Evangelion and wouldn't let Anno do this.
Tsurumaki took over and Anno remained director in title only. Tsurumaki
said that he doubted there would be a new season of KareKano, and that
even if there was it was very unlikely that Anno would be involved
