Well, my best bet is that the Anime Encyclopedia is wrong. It has a LOT of 
errors in it. (Though that's to be expected, considering its scope...)

To the best of my knowledge, ADV used the home video releases of the TV 
series up to episode 20, where they switched to the TV release so they could 
finish on time.

So unless the home video release edited OUT fan service (highly unlikely) 
the encyclopedia is wrong. Though I might be wrong too...
