[EVA] Death & Rebirth Transfer Quality

i purchased the manga dvd release with some ambivalence as i absolutely hated the transfer quality on the ADV series. the japanese releases of EVA were all at a consistent 30 frames per second NTSC,and the reason i did not get the ADV releases was because they were converted from an already degraded "print" from germany at 25 frames per second PAL. Despite all of ADVs protestations to the contrary, converting from NTSC to PAL and then to NTSC again gives you crappy resolution and poor color rendition twice over. granted that unless you were fortunate enough to have seen D&R & EOE as a 35mm or 70mm print in a movie theatre in Japan, a DVD or LD should be the next best thing, but so far, the american releases have been disappointing. 

watching the lee's D&R for manga made me wonder if this stunt was pulled again. comparing it with the japanese LD, i swear there was significant transcoding degradation. anybody know the inside track at manga's tranfer process?
