Granted. Misato was disarmed & locked up *by* Nerv, because she would
have possibly found out & tried to rescue him.

In that case, did Gendou give orders, or were there "moles" in Nerv, who
were activated by Seele or the govt., or Seele controlling government
agencies.

In EoE, I think Seele sent the JSSDF, & the official orders were given
by the prime minister to drop N-mines (Neutron bombs?) on Nerv.
