I think it was someone sent by SEELE, not NERV.  In
the episode prior, SEELE point out in discussions that
they had hung a bell around Gendou but the bell had
failed to ring.  Further, in the "director's cut" of
episode 21, Kaji mentions to Fuyutsuki that SEELE may
have worked out that it was Kaji who smuggled Adam out
of Germany to Gendou in Japan.

I believe N2 stands for "Non-nuclear".  Check the FAQ
