Well, in defense to the N2 bomb thing. I don't think Nerv had control over 
them. If you recall in the very first episode, they even said that the N2 
bombs were a government tool. They believed that they could takeout anything 
including the Angels. But Nerv answer was the Evas. So I don't think they 
could have arranged any of them dropped.

But still it doesn't answer whey Nerv's very one personal guards weren't at 
the most important battle. Man vs. Man. I mean there is plenty of footage, of 
all the civilian personal getting liquidated. "That one lady that was trying 
to drag, that guy to safety, but was shot anyway but a soldier." That one 
scene always sticks out. But anyway...the MIBs weren't in the bloodbath. Of 
course I could be overlooking a very important thing, thus by making an ass 
out of myself. But still I don't remember them at the Seele fight.
