Definitely a la Gendo.
The open collar (as viewed from behind) is also a distinct reference to
Gendo, since he is the only one wearing that type of Nerv uniform with
the standing collar unbuttoned all the time.  Thus it appears that at
least in the Eva manga, Sadamoto has positioned Gendo himself as the
killer.
