I believe that this is not reality, partially for the
reason you mentioned. Some frames for that scene
popped up in episode 24, but in a completely different
context (when Asuka learns Kaji is dead), and does not
fit into the framework of that scene (Shinji comes
across Asuka and asks for help, vs. Shinji telling
Asuka that Kaji is not coming back...)

Also, in that scene Asuka's remark - "You're afraid of
Misato, and the First... !" is a direct mirror of what
Shinji said to Asuka in the first scene of Air.

It seems to me it's more an expression of Shinji
dealing with his guilt, rather than anything else.

Moreover, I just cannot see this scene fitting in the
actual timeline of Evangelion.

Not to mention, it's pretty freaky and surreal :P
