Two possibilities spring to mind:
1) Hot springs penguins may be bred to live in warm water, but they fare
better in cooler air (likely due to having lived in an arctic climate within
the past two decades).
OR
2) Pen-Pen's fridge isn't actually hooked up, but instead is simple a
renovated living space, a penguin pleasure palace set up by Misato (or even
by the world's smartest penguim himself).
