Let's see.

In fact, it is not so. In the manga, Sadamoto tries to give explanation for
some things that have been left untold in the tv series (eg. Pen Pen's
origins). In this case, the presence of the double core in the original form
of Israfel, and the explanation that destroying only one of the separated
forms would not lead to the death of the whole, serve to give a better
understanding of the kind of being the angel is.

I would've answered that it was to keep closer to the original plot of the
series, that envisioned only 12 angels, but I seem to recall that a few
months ago somebody objected about this, anybody willing to refresh my
memory?

That's a possibility. Another one is that it is substantially a mix of
"coolness" and of "sexual imagery" (penetration-male side).

The whole armor is made to keep Eva-01 under control, not the fins per se.

Naoko Akagi is not in Eva 00 because it would be pointless. It's berserk
states are better explained by Rei's deathwish and unique abilities as a
being that is human yet much more than that. About Unit03, I think that
assistant director Tsurumaki was quite surprised by the question when a fan
made it to him, as if the thing was never really considered to begin with by
the staff themselves.
