Well gendo did need a tool that couldn't be... unusable, so to speak Im
guessing.  Accelerate rei to 5 years old, then beat into her gendo-style
that she's gendo's tool, then use her as the template for sync'ing with
the other rei copies.  Then let her get to 14, and she's usable for eva,
and H.I.P.

That's my theory :)
