AAMOF, the voice actor is African American. And a rather large fellow too. 8~) 
I saw him at the Eva voice actor panel at Fanime. I was _quite_ surprised when 
the said that he was doing Hyoga. When I later saw the dub, it was a little 
distracting everytime Hyoga spoke.
