I have also watched a copy of the EoE dub, and in Keith's defense I think
that he has real potential as an voice actor.  His voice is clear and
strong, and he delivered his lines in a very Japanese VA-esque manner --
that is to say in a stage/thespian manner rather than the so-called
"natural approach" attempted by most overseas VAs (which often fails and
ends up sounding anything but natural).
The only problem is that Keith was -completely- mis-cast, and should not
have voiced Hyuga.  As has been pointed out, Hyuga sounds like a big black
guy -- in other words he sounds like Keith instead of the techno-weenie
console operator we all know and love.  This is really a shame, not only
because it is distracting but also because I think that if Keith was cast
correctly he could be a very enjoyable and even popular "voice".

On a side note, in addition to poor casting (which IMO was a problem with
other EoE characters as well), another problem with unnatural sounding
lines by overseas VAs is the way the voice-over process is handled.  In
Japan, the VAs for a scene are gathered together into a single sound studio
with the director present.  In contrast, overseas VAs often record their
lines alone, and the various parts are then timed and mixed together.  This
of course prevents the VAs from responding to each other in "dialog" form,
and gives an unnatural feeling.  The director (or even a proxy who has an
overview of the series/movie) is also not present in many cases, which just
compounds the problem.

Or maybe Gaijin Productions (read: Amanda Winn Lee) was given carte blanche
over the script, and they see themselves as "artists" with a need to stamp
their individuality onto the script instead of "technicians" charged with
producing a faithful interpretation.  Hence the IMO unnecessary vulgarity,
which I have heard Lee sometimes has a problem with in real life as
well...  -_-
