Considering who does the original VA acting for Rei (Megumi Hayashibara, 
the very incarnation of LOUD), this is an interesting coincidence. 
Evangelion is one of the few shows I know that has been able to pull off 
miscasting voice actors. Hayashibara-san for Rei is one example, Akira 
Ishida for Kaworu another (I fell in love with Ishida's voice thanks to 
Evangelion). Having a big black guy doing a dinky little technician 
doesn't seem that much out of place in this context, even if the idea 
itself is somewhat questionable. In fact, I vastly preferred Rei's voice 
in the dub to most other characters'. Maybe miscast VA's take their job 
more seriously? (Then again, they tortured Kaworu pretty well in the 
dub. Hmm, between being crushed and beheaded by several tons of 
mechanical fist and having Mr Infernal Bridegroom squish your essence 
like playdough in his bare hands, reshape it into his impression of 
Hamlet, Romeo and MacBeth combined and stamp his name on it - I wonder 
which is truly worse.)
