If Anno had done something - anything - else with the ending, that whole
sequence would have been OK. The final 2 TV episodes are only bad
because of the rush job, and some of the focus. End of Evangelion is bad
because...well it left no real hope, and it it mangled the characters.
EoE, IMHO, is as OOC as it gets, especially when it comes to Shinji, who
couldn't possibly behave the way he did, and Misato (debatable).

The latter half of Evangelion is where it would've become a great
series, if it had  lead to an acceptable ending. Salvaging the situation
would have been a great ending. Letting it all slide into decay without
picking it up was not.
