It would be pointless, the role of the angels (not in the plot but in
the authors' mind) is to put the pilots (along with other characters) in
specific psychological frameset. An occasion to see them suffer or think
about something. A multiple attack would produce a confused and
counterproductive situation.

I don't think so, Rei is viewed in general as a "growing human", not an
angel.
