It was reported on ANN a few weeks ago I think.
Initially, at least, it's only available with the DVD
boxset of the remastered Japanese DVDs. Not clear if
it will be sold individually.

General suspicion is that this is the fabled 'lost'
live-action segement. The full 'original' live-action
sequence that ended up being used as the EoE trailer
instead of in the film.
